Animal Control
The Town of Jamestown contracts with Guilford County for animal control services.
Animal Control dispatch operates Monday through Saturday (excluding holidays) from 8 am to 5 pm
Animal Control dispatch’s phone number during normal operating hours is 641-5990
If you need animal control after normal operating hours contact “911” and they will contact the officer on duty or on call

If you have issues with a neighbor's pet, please contact Guilford County Animal Control at 641-5990 or check the Guilford County website.
Appliance Disposal
Appliances such as refrigerators, washers, dryers and water heaters will be picked up by the Town for a fee of $20. The fee must be paid and the pick up scheduled at Town Hall.

Bank Drafts
Does the Town offer automatic bank drafts for Utility accounts?
The Town offers automatic bank drafts. Utility bills are always due on the 20th of the month, so bank accounts are drafted as close to the 18th as possible. Bank draft request forms maybe dropped off at Town Hall, mailed or faxed (336.886.3504). Please contact the Utility Department for more information.
Business Licenses
Do I need a business license?
Most businesses in the Town of Jamestown do not currently require business licenses. However, new businesses must comply with applicable zoning requirements. Please contact the Planning Department for zoning information. If your business will operated from your home, it will also be subject to zoning requirements for home occupations.

Complaints
How do I file a complaint?
If you have a complaint regarding your neighbor, the Town recommends you first try to discuss it in a neighborly fashion. Formal complaints such as overgrown yards, clutter or debris in a yard, etc must be reported on a complaint form. Signed complaints will take precedence over anonymous complaints. An inspector will visit the site. When a violation is observed we will work with the property owner to resolve it. Town of Jamestown policy is to not reveal the identity of complainants.
Credit Cards
Can I pay my utility bill with a credit (or debit) card?
The Town can now accept payment by Visa, Mastercard and American Express. A 3% convenience fee will be charged. All credit payments must be made in person during normal business hours (8:30 AM – 5:00 PM, Mon.-Fri.). Payments cannot be accepted over the phone.

Dead Animals
Who do I call about dead animals?
The Town will remove dead animals from Town maintained streets. The Department of Transportation is responsible for the streets they maintain. If you are unsure, call Town Hall at 454-1138. Animals on private property are the responsibility of the owners.

E-bills
Can I receive my utility bill via email?
The Town now offers the option of receiving utility bills via email. If you chose to have your bill emailed, you will not receive a paper bill in the mail. Forms to sign up for the ebill are available or simply email your request to Connie Queen, Billing Coordinator.

Fees
Are there fees associated with my utility account?
There is a $50 non-refundeable administrative fee for establishing new service. Renters must also pay a $150 deposit.
Furniture
Will the garbage men pick up old furniture?
Sofas, tables, chairs and mattresses will be picked up on regular garbage collection days (Tuesdays and Fridays). TVs, computers, etc are considered e-waste and cannot be collected. These items must be taken to Ecoflo in Greensboro. For appliances, see Appliance Pickup.

Garbage
When does the Town pick up garbage?
The Town collects garbage on Tuesdays and Fridays except on holidays. Always check the main page under News & Notices for holiday schedules. Garbage should be on the curb by 7am on garbage days. Do not use cans or toters. The Town provides black bags with each billing cycle.

Late Fees
Does the Town charge late fees? If so, when?
In-town residents are billed even months and out-of-town residents are billed odd months. All utility bills are due on the 20th of the appropriate month. At 5pm on the 20th (or the first business day following the 20th) a $10 late fee is added to all unpaid accounts. The next day second notices will be mailed as a courtesy. The second notices are always due on the 30th of the month. Accounts not paid by the 30th will be charged a $50 reconnect fee ($100 if water is turned on after hours).
Leaf Pickup
Does the Town offer loose leaf pick up?
The dates will vary from year to year, but approximately from the end of October until the end of February the Town will pick up leaves raked to the curb. For details see the Town Services page.

Mattresses
Will the Town pick up old mattresses?
Old mattresses can be placed on the curb on regular garbage pick up days.

Where can I get a map of Jamestown?
Several downtown business, the Ragsdale YMCA and Town Hall have maps available.

Notary
Can I get documents notarized at Town Hall?
The Town has two Notaries on staff. As a courtesy to our citizens, we will notarize documents at no charge. However, there is a $5 fee for non-residents. The notaries are available 8:30-5:00 Monday - Friday. It might be best to call ahead to verify one will be present when you arrive.

Online Payments
Can I pay my utility bill online?
The Town does not currently offer an oline payment method. However, if your personal bank offers an online bill pay service, payment can be made through your bank. Banks print a paper check and mail them to Town Hall so please allow five business days to ensure on an on-time payment will be made. The Town is not responsible for online bill pay checks which do not arrive before the 20th due date.

How can I pay my utility bill?
The Town offers many options to pay utility bills. Town Hall is open Monday - Friday 8:30am - 5:00pm. Payment can be made in person by cash, check, money order or credit or debit card. The Town offers automatic bank draft at no charge. If you are unable to come during business hours, payment may be mailed to PO Box 848, Jamestown,NC 27282. There is also a drop slot in the front door at Town Hall. It is recommended payments made through the drop slot be put in a sealed envelope If you are unable to pay your bill on time due to circumstances beyond your control, please call Town Hall before the due date and arrangements can be made. These arrangements must be made before cutoff.

Rent Town Hall
Can I rent the Town Civic Center?
The Town Civic Center may be rented by residents who live in the Town tax jurisdiction. To verify an address please call Town Hall (454-1138). The Hall is available from 8:30am until 5pm seven days a week. The cost is $200 plus a $100 deposit that must be paid at the time the Hall is reserved. The Hall seats approximately 75-95. Tables and chairs are provided. Renters must clean the Hall in order to receive a full refund of the $100 deposit.

Where can I rent a picnic shelter?
Picnic shelters are available for rent at the Jamestown Park (454-4912) or at Gibson Park (454-0259).
Street lights
Who do I call to report a street light that is out?
The street lights in the Town are maintained by Duke Energy. Light outages can be reported at the Duke Energy website or call Town Hall 454-1138. Once a light is reported, be patient. Sometimes the cause may be underground and may take several days to be repaired.

Tax Bills
Where do I pay my Tax bill?
Guilford County bills and collects all property tax for the Town. All questions regarding tax bills and payments shouldl be directed to the Guilford County Tax Department at (336) 641-3362 or through the Guilford County website.
Tax Map Number
What is my tax map number?
The term “tax map number” refers to the system of property identification which has been replaced by “tax ID numbers” (also called “parcel ID numbers”). The tax ID number refers to a geographic reference system that enables computerized mapping of county properties. You can look up your property’s tax ID number through the Guilford County website.
TVs
Will the Town pick up old TVs on garbage collection day?
TVs are considered electronic waste and are no longer allowed in landfills. All TVs must be taken to Ecoflo on Patterson Avenue in Greensboro.

Utility Bills
When do utility bills come out? When are the bills due?
In-town residents should receive their bills on or about the first of the even months (Feb., April, June, Aug., Oct., Dec.). Out-of-town residents (Cedarwood and Adams Farm) should receiver their bills on or about the first of the odd months (Jan., Mar., May, July, Sept., Nov.) All bills are due by 5pm on the 20th of the month. Late fees will be added at 5pm on the 20th. Second notices will be mailed the next business day and will be due by 5pm on the 30th. Accounts not paid by the 30th will be subject to disconnection. A reconnection fee of $50 will be required plus the amount of the unpaid balance to have service re-instated. If service is reconnected after hours, a fee of $100 plus the unpaid balance must be paid the next day by noon or service will again be disconnected.

Voter Registration
Can I register to vote in Jamestown?
Voter registration may be done at the Guilford County Board of Elections either in High Point or in Greensboro. Residents may also register by mail. Registration forms are available at Town Hall.
